KDP Secures Majority of Minority Quota Seats in New Iraqi Parliament

Peregraf – According to preliminary results of the 2025 Iraqi parliamentary election, the Kurdistan Democratic Party (KDP) has secured a majority of the minority quota seats, winning 5 out of the 9 seats allocated for minority communities in the Council of Representatives.
 
The winning KDP-backed candidates are:
•Sami Oshana – Christian quota, Dohuk: 22,836 votes
•Kildo Ramzi – Christian quota, Erbil: 18,472 votes
•Imad Yokhana – Christian quota, Kirkuk: 17,602 votes
•Khalid Sido – Yazidi quota, Nineveh: 9,686 votes
•Haidar Ali Mohammad Ali Al-Hammoundi (Haidar Abu Tara) – Faili Kurd quota, Wasit: 17,174 votes
 
Minority quota seats do not rely on a separate voter registry; parties, including the KDP, often mobilize their supporters to back these candidates.
 
The Patriotic Union of Kurdistan (PUK) publicly supported a Christian quota candidate from the Babylon Movement in Duhok, Atheer Ibrahim. However, despite receiving 22,056 votes, the candidate was unsuccessful.
 
Of the 329 seats in the Iraqi Parliament, 9 are reserved for minority groups. Five are Christian seats distributed across Erbil, Dohuk, Kirkuk, Nineveh, and Baghdad. The remaining four seats represent the Yazidi, Shabak, Sabi’a (Mandaean), and Faili Kurd communities. The Yazidi and Shabak seats are assigned to Nineveh, the Faili Kurd seat to Wasit, and the Sabi’a seat to Baghdad.
 
Kurdistan Region Preliminary Results
 
As the preliminary results of the Iraqi parliamentary elections, the political landscape of the Kurdistan Region—comprising Duhok, Erbil, Sulaymaniyah, and Halabja—has become clearer. The Kurdistan Democratic Party (KDP) remains the dominant force, followed by the Patriotic Union of Kurdistan (PUK), while the Kurdistan Islamic Union (Yakgirtu) has secured a strong third position. The Halwest (Stance) Movement has overtaken the New Generation Movement, marking a major reshuffle among the opposition.
 
According to preliminary figures, of the 46 seats allocated to the Kurdistan Region in the Iraqi Parliament, two are minority quota seats, while the remaining 44 seats are distributed among parties as follows:
 
Erbil (15 seats): KDP 9, PUK 3, Halwest 2, New Generation 1
Sulaymaniyah (18 seats): PUK 8, Halwest 3, New Generation 2, KDP 2, Yakgirtu 2, Kurdistan Justice Group (Komal) 1
Duhok (11 seats): KDP 9, Yakgirtu 2
Overall, the regional distribution stands at KDP 20, PUK 10, Halwest 5, Yakgirtu 4, New Generation 3, and Komal 1.
 
On the national level, Kurdish parties collectively secured 58 out of 329 seats in the Iraqi Parliament: KDP 27, PUK 18, Halwest 5, Yakgirtu 4, New Generation 3, and Komal 1.
