Erbil and Baghdad Reach Agreement; KRG to Dispatch August Payroll Soon

The negotiations between the delegation of the Iraqi Federal Government and the Kurdistan Regional Government (KRG) are ongoing for a second consecutive day in Erbil. Both sides have reached consensus on various issues, including the matter of salary delays; the KRG's Ministry of Finance is anticipated to submit the payroll for August to Iraqi Finance Ministry in the near future.

Following the assembly of the Iraqi Economic Ministerial Council and the KRG’s Economic Council, rigorous discussions commenced yesterday between the two finance ministries and are ongoing.

As reported by media sources affiliated with KRG’s Prime Minister, Masrour Barzani, an agreement has been established concerning various matters, including delayed salaries, investment, taxation, and customs.

Concerning the salary delays of Kurdistan Region, KRG’s Ministry of Finance has finalized the payroll for August and is set to present it to the Iraqi Ministry of Finance either today or tomorrow. Sources affiliated with Masrour Barzani have claimed that "an agreement has been reached regarding the salary," although no further details have been disclosed.

Both parties concurred that "businesses ought to remit taxes to a single government entity, either the Iraqi government or the Kurdistan Regional Government, thereby eliminating the possibility of dual taxation."

Erbil and Baghdad have reached an agreement to establish a joint committee aimed at eliminating customs checkpoints between the Kurdistan Region and various Iraqi cities, addressing a significant issue faced by traders.

In order to address the investment concerns between the two parties, it was decided that a delegation from the KRG’s Investment Board will travel to Baghdad next week to engage in discussions regarding the matter.

Given the extensive number of cases and the complexities surrounding the issues between Baghdad and Erbil, in-depth discussions regarding salaries, oil, border revenues, as well as taxes and fees are ongoing. These meetings may be prolonged until tomorrow or delegated to a specialized joint committee.
