The census process commenced this morning throughout Iraq, coinciding with the implementation of a curfew. Officials and experts emphasize the significance and critical nature of this process, particularly regarding the allocation of the Kurdistan Region's share in the Iraqi budget.
Dara Rashid, the Planning Minister of the Kurdistan Regional Government (KRG), stated at a press conference, “The public census will ensure that the budget for the Kurdistan Region will no longer be subject to manipulation.”
The Planning Minister further noted that residents in areas defined by constitution Article 140, particularly those near Erbil, Sulaymaniyah, and Kirkuk, which are under the control of Peshmerga forces, are encouraged to return to their homes today to take part in the census.
This census is being carried out by 120,000 census workers and researchers, with a budget allocation of 459 billion dinars.
In a related development, Dr. Narmin Ma'roof, an economist and member of the Finance Committee of the Iraqi Parliament, highlighted the importance of the census and public participation in an article featured in the opinion section. She underscored the significance of this process for securing financial rights.
Dr. Ma'roof elaborated on the changes that have transpired over the past 18 years concerning the region's budget, attributing these changes to the absence of precise demographic data and the reliance on estimates for the allocation and expenditure of public funds.
“The outcomes of the general census scheduled for November 20 and 21 are crucial for the future financial and economic rights of the Kurdistan Region and its provinces. It is imperative that all citizens are present in their hometowns during these two days to accurately and truthfully record their information, thereby safeguarding their rights, those of their descendants, and their communities,” stated the Finance Committee member.
